Reconstructions after cyclone Thane

The cyclone Thane damaged many temporary shelters in Pondicherry and Cuddalore areas. It was the case for the huts occupied by many families whose children are sponsored by Volontariat and others in Oupalam, Vandrapeth, etc.

Enquiries were conducted by the social workers of the Sponsorship programme to evaluate the damages and the cost of the repair/reconstruction. All the families received their visit and today much has been made for the families to live again in a safe place and take shelter from the sun and the rain.

Volontariat first focused on the families belonging to its sponsorship programme, but does not forget its employees, still living under huts, and special cases who are not involved in Volontariat, but ask for help.

Here we show some photos, taken before and after repair, giving the file n° of the sponsored child, for the committees.

If family owns its hut plot, according to the damage occurred, Volontariat will give some brown or blue sheets, or rebuild the whole structure and roof, materials and labour.

For the families who are living on rented huts, legally, the owner must do the repair on his own expenses. If Volontariat does the work and pay for it, there is a possibility that a dishonest owner would take advantage of the situation to push out the family when the repair is done. So the social workers have to study, each case, one by one, and find a solution with both the owner and the tenants.

Golden Jubilee ceremony

The Golden Jubilee of the arrival of Madeleine Herman de Blic at Pondicherry was celebrated on February 11, 2012, inside Sakthi Vihar, the historic center of the activities of the newborn Volontariat.

All the employees were there, as well as a large number of children from crèches, KG and Sponsorship programme. Members of the Indian committee of Volontariat honoured the ceremony. On total almost 2200 people share this exceptional time.

Ceremony was very simple and was followed by a cultural programme by the children from crèches to adolescent, well trained by their teachers.

Cérémonie du 50ème anniversaire

Le 50ème anniversaire (Golden Jubilee) de la venue de Madeleine Herman de Blic à Pondichéry a été célébré le 11 février 2012 au sein de Sakthi Vihar, centre historique des premières activités du Volontariat naissant.

Tous les employés étaient présents, de même qu'un grand nombre d'enfants des crèches, maternelles et du programme de Parrainage, ainsi que des membres du comité indien du Volontariat. Des personnes d'Oupalam, de la première heure, avaient également été invitées. Au total près de 2200 personnes ont partagé ce moment d'émotion exceptionnel.

Cérémonie simple, suivie d'un programme culturel réalisé par les petits des crèches jusqu'aux ados, bien orchestré par leurs professeurs.

Reconstructions après le cyclone

Le cyclone du 30 décembre 2011 a fait beaucoup de dégats sur les logements temporaires, en particulier les huttes occupées par de nombreuses familles dont un ou plusieurs enfants sont parrainés par le Volontariat.

Des enquêtes ont été réalisées par les travailleurs sociaux du programme de Parrainage ; une évaluation du coût de réparation/reconstruction de chaque logement a été faite et beaucoup a déjà été fait pour que les familles retrouvent un lieu sûr, à l'abri du soleil et de la pluie.

Le Volontariat s'est d'abord concentré sur les familles ayant un enfant parrainé. Mais il y a le cas du logement des familles d'employés du Volontariat et les cas spéciaux de gens ne faisant pas partie de notre organisation, mais qui demandent aide.

Nous présentons ici quelques photos de huttes, avant et après, et avons indiqué seulement le numéro de dossier de l'enfant parrainé, les comités et parrains concernés sauront seuls de quelle famille il s'agit.

Si la famille est propriétaire de l'emplacement de sa hutte, alors suivant la gravité des dégats, on peut fournir quelques tôles (brown ou blue sheets) ou bien on refait toute la hutte (matériel et main d'œuvre).

Pour les familles qui sont en location, le problème est plus difficile car c'est légalement au propriétaire de faire les réparations. Si le Volontariat refaisait la hutte à ses frais, la crainte serait qu'un propriétaire indélicat ou cupide ne profite de la situation pour, ensuite, mettre ses locataires dehors. Donc il faut étudier et prendre une décision, au cas par cas, avec propriétaire et locataire.

Rénovation de l'Atelier Shanti :

Elle a commencée le 9 février 2012 par le bâtiment principal et voici quelques photos prises le 20 février.

Les travaux avancent à un rythme soutenu et déjà se prépare la pose de la nouvelle dalle de béton sur la travée de la terrasse qui était la plus endommagée.

Renovation work at Atelier Shanti

It started on February 9, 2012, on the main building and here are the first photos showing the progress of the work on February 21.

The dismantling work make good progress and the new concrete slab will be placed soon to replace the most damaged part of the terrace.

Célébration du Golden Jubilee du Volontariat (suite)

Cette cérémonie devait avoir lieu le 12 février 2012 avec la participation du Président de l'Inde, Mr Abdul Kalam. Mais il y a eu le cyclone Thane qui a causé de très importants dommages (chutes d'arbres, réseaux électrique et téléphonique souvznt hors d'état, huttes, bateaux, etc) dans les régions de Pondichéry et Cuddalore.

La restauration de tout ce qui a été détruit ou endommagé est loin d'être terminée (et parfois même commencée), aussi le Gouvernement central de l'Inde a « conseillé » au Président Kalam de retarder sa venue dans la région de quelques mois.

En conséquence la célébration prévue aura bien lieu, sans la participation de celui-ci, et avancée au 11 février, à Shakthi Vihar.

Le Volontariat regroupera à nouveau ses enfants et ses principales sections autour du Président Kalam, lorsque celui-ci pourra vous visiter, probablement en juin 2012.

Cyclone Thane – 29th & 30th December

Packing winds of up to 140 k/m per hour, the cyclone “THANE” struck the east coast on Friday between Cuddalore in Tamilnadu and the Union Territory of Pondicherry, before tearing inland, leaving a trail of destruction.

One Frenchman named Pascal was among the 8 people killed in Pondicherry. The father of one of our sponsored girls was one among the others who died due to a wall collapse. The total death toll in Pondicherry and the districts of Cuddalore and Villupuram of Tamilnadu is 42. Most of the deaths occurred due to electrocution and walls collapsing. Almost all the roads were blocked due to the falling of trees.

There was no electricity in Pondy for a couple of days, since the 29th December night. Heavy rains poured and stormy wind started to blow from around 10 pm of 29th December. The wind force was gradually increasing and was at its peak during the early hours of 30th December between 4 am to 9 am. It started to subside on 30th December afternoon, leaving fear in the minds of the local people.

It is estimated that more than 1.7 lakhs trees were uprooted in the Pondicherry region alone. This counts to 70 % of the trees of the region. Thousands of electrical and telephone poles and cell phone towers were lying flat on the ground.

It was estimated that 86000 huts and semi-permanent structures were damaged in Pondicherry. An estimated 17000 hectares of agricultural land including paddy, plantain, sugarcane, casurina, betel leaves and coconut trees were destroyed. 124 electric transformers were damaged. Apart from this, there has been considerable loss of cattle and livestock.

Adding to the havoc caused by the cyclone, the people of Pondicherry had a sleepless night on Jan. 1st night due to the rumour of a possible earthquake. Most of the people of Pondicherry, Cuddalore and Villupuram districts came out of the houses and on to the streets and stayed up all night.

Volontariat also suffered considerable damage due to the high velocity wind and rains. Please read in our Website, French version.
